and without mentioning president obama by name he said the nation's current leaders would rather be popular than to lead on the tough issues. more details now. vice president nominee paul ryan is expected to make his acceptance speech tomorrow night. he will be proceeded by former secretary of state condoleezza rice. the gop nominee from four years ago will speak earlier and focus on national security. and the convention wraps up thursday night when mitt romney accept it is party nomination. stick with ktvu for continuing gop coverage. ken pritchett will bring us more live reports from tampa both tomorrow and thursday. president obama hit the campaign trail today for a three state tour of college towns in swing states. his first stop, iowa state university where he tried to energize young voters. in years past candidates have typically stayed out of the spotlight during the other party's convention but not this

time. >> governor romney promised that sometime between taking the oath of office and going to the inaugural ball he would sit down with a pen and knock college kids off their parents insurance. and crews are working on a sink hole that opened up in sunny vale. >> reporter: the water company told me the goal is to get water restored. it just finished putting up 20 to 25 people up in hotels for the night. you can see that work is still

going on over the hole tonight. you see the backhoe there. we now know there were actually two pipes that broke but finding out what caused this could take a while. >> reporter: chopper 2 had the best look of the sink hole that opened up after a water main break below sent tens of thousands of the water into the neighborhood. a worker at our lady of the visitation school recorded this video where steps turned to waterfalls. and several inches of water soaked classrooms, even the school's gym. >> we were during our social studies class and water started flowing. >> reporter: hours after police evacuated students, families and 14 homes closest to the hole in the street were still stranded. >> can you guys get home? >> we can't. because they don't want us to go. it's off limits. >> reporter: this afternoon water company officials allowed

us to get a closer look at this 42-inch distribution pipe it's less than a year old and was the first of two pipes that raptured a little after 11:00 a.m. >> we think at this point the 42-inch pipe gave way and took out the 12-inch in the process of doing that. we don't know why. >> reporter: the public utilities commission will now have to investigate what caused the break and whether recent construction in the area could be responsible. >> something we're going to look into obviously. it could be a variety of factors, we don't know at this time. >> reporter: back out here live, the puc says it has stabilized the pit back there. while they were monitoring for potential gas leaks today, none have been detected. crews will be back out here tomorrow as they fill up that hole and repair the street. we're also told that school here won't resume until after next week. we're live in san francisco, eric rasmussen. now to the peninsula where there was a smaller sink hole that opened along sand hill road just before 5:00. a pg & e crew hit a water main

while working on a trench. and all the water ended up causing the sink hole. traffic in the area was slightly impacted for a couple of hours. turning now to hurricane isaac, the category one storm made land fall in southern louisiana about five hours ago. officials say winds have reached 100-miles-an-hour. but the storm surge is the strongest concern. the flooding in louisiana has already started. along with the power outages and the problems could last for many hours. what's more, tomorrow is the seventh anniversary of katrina. we have live team coverage of hurricane isaac. chief meteorologist bill martin is following the track. but we begin with nicole collins who's live in new orleans where the storm is bearing down. >> good evening, julie yeah the winds here very intense. as you can see they are gusting into the 60s. but they feel much stronger than that. but the winds while it's quite visual it's not the most

important thing. not the thing that's worrying everyone here in new orleans most, with all the rain and the six to 10 feet of storm surge they're expecting, much of the concern here is about potential massive flooding. >> reporter: hurricane isaac makes lands fall with waves crashing into the shoreline after the storm traveled through the gulf of mexico. isaac reaches hurricane status today increasing in strength before reaching land. residents along the coast being urged to leave for higher ground by president obama and local authorities. >> we continue to urge anyone living in low lying areas to evacuate. even an order has not been issued in your area. even if it's not mandatory, we're asking you now to leave. >> reporter: but some decided to stay as the hurricane hits

land seven years after katrina. >> we have a generator. after katrina that's one thing we did. if we do lose power we have a generator to get us through the next couple of days. >> reporter: and the red cross is on the ground using lessons they learned from katrina to prepare for isaac. >> we're not going to be sitting around doing nothing. we're actually going to be planning what our response is going to be once the winds have passed over us. >> reporter: and police are out in force tonight looking for people who may need help but also looking for looters. we've also seen plenty of humvees out in the streets of new orleans as at least 1,000 national guard troops have been activated for this emergency. in new orleans, i'm nicole collins, ktvu. >> thank you, nicole. now we go to our chief meteorologist bill martin on where isaac is right now and also where it's headed. >> that's the big story. where it is now and where it's headed. this thing is barely moving and that is the problem. it is going to rain for the

next 20 hours in the new orleans area. here's the current storm. this thing is moving north at about 5 miles per hour. eight-miles-an-hour if that. this system barely moving dropping a lot of rain. and look where it is on tomorrow morning at 7:00 a.m. basically right where it is now. the other thing is new orleans surrounded by a lot of water. so this category one hurricane which would normally begin to fall apart when it hits land the water is keeping it going. this thing could stay category one all night through tomorrow. we have surge of six to 12 feet even more. we have a rain total that could go up to 20-inches of rain. you put 20-inches of rain in any american city you have a problem, you put 20-inches of rain in new orleans, you have a big problem. we're going to keep you updated on this developing story with hurricane isaac. more details now, hurricane isaac could be seen from space as it made land fall in new

orleans. this is the view of isaac from the international space station. you see the size of this storm and the rotating winds that shape the hurricane they are clearly visible. volunteers of the american red cross are headed to the gulf coast. 61 volunteers with the american red cross have been sent to that region. they are going to five gulf coast states to assist those affected by hurricane isaac. volunteer stationed in florida and texas will provide shelter and help and volunteers in louisiana, mississippi and louisiana are prepared to open evacuation centers. coming up tonight at 7:30, is fema ready? what the agency insists has changed since katrina. plus a bay area woman watching the storm tonight with the safety of her mother in mind. >> the computers are down. i came here, nobody told us anything. a computer crash brings air travel to a standstill. the impact at sfo and lingering problems tonight. >> also new details about a

his 20s was playing basketball when a car pulled up, fired several shots and sped off. as the first car was making its way out, a second car stopped and fired more shots. a woman is describing to police about a police impersonator pulled her over, sexually assaulted her and then took off. >> reporter: police are releasing this sketch of a man who they say impersonated a police officer. they say he pulled her over and sexually assaulted the driver. what sounded like a police siren chirping and lights caused a woman to pull over. it was 3:00 in the morning. >> the male suspect left his car, walked up to her car and

ordered her out of a car. before he did that he displayed a badge in his hand. >> reporter: police say the suspect handcuffed the woman and put her in her unmarked sedan. he drove a short distance and parked in an unpaved road. >> in the backseat of the car he brandished a pistol. after that was over, he left in his car. >> reporter: the woman managed to walk back to her car. police say all law enforcement officers in california are required to have a solid red light on when conducting a traffic stop. one woman says it's always unsettled to be pulled over. >> how can you make an assumption that it's not the police. >> reporter: they tell us you are not required bid law to stop if you do not see a -- by law to stop if you do not see a red light on a police vehicle. call 911 if you have doubts. >> sexual assaults are a rare reu here in town. so we are a bit surprised. >> reporter: police describe the suspect as a white man in his late 20s or early 30s with

dark hair, 5'10 to 6 feet tall with a many muscular build. police are asking anyone with information to call them. reporting live here in pleasanton, amber lee. police received a report of a domestic dispute. officers say when they arrived a man took off with a 3-year- old girl in his car and a chase began. police say the suspect rammed two police cars before ditching his car, taking off on foot and climbing on to the roof of a home on waynes lee court. the man then pointed a gun at them so they opened fire killing him. a woman we talked to said that man was her brother pedro ruiz. >> we've been talking to

neighbors and they said they never heard my brother fire shots. that they just heard the automatic rifles. >> reporter: police say the suspect died at the scene. the toddler was not hurt. new at 10:00 a vigil in san francisco for a man police say was an innocent victim of violence. a mother kissed a picture of the son she lost. 26-year-old ermias casalla was remembered as a man with a passion for life and no hate in his heart. he was shot and killed execution style near the balboa b.a.r.t. station two months ago today. the killer is still at large. things are mostly back to normal at san francisco international airport tonight after united airlines computer system shut down, impacting at least 200 flights all across the country and along with thousands of passengers. ktvu's ken wayne live at sfo and tells us some passengers are still waiting to take off.

ken. >> reporter: i just checked the flight status board inside the terminal here for united and there are 20 minute delays on flights leaving tonight for boston and washington, d.c. and a three hour delay for a flight headed to los angeles. and there's still a lot of baggage scattered. hundreds of passengers trying to get on flights that weren't going any where. >> it's just bumper to bumper people. folks were not going any where because reservations were shut down. >> the computers are down, i came here. nobody told us anything. >> smile for the camera. >> reporter: united has been having problems with its computer since march when it merged with continental. no security means no tickets. >> there's no way to check them in. you could not print a boarding pass. there's no automatic system. >> they assured me over and over again that they would get me on the plane.

that they were holding the plane and now i get here and they tell me that the flight has already left and it's the last one for the day. >> reporter: by early evening, flights were moving again but many bags were not. these bags are supposed to be in south korea. >> man, what a day. what a day. >> reporter: this passenger was stuck in a line of people after his 15 hour travel day. trying to find his luggage. >> sad part is that my gps in in my luggage, all my insulin and medication is in my luggage. i don't know what i'm going to do. >> reporter: united apologized and said it will not charge passengers for those who cancelled or changed their flights because of the computer glitch. live at san francisco airport, ken wayne. a state audit has concluded the use of $180 million in bridge toll money to buy an office building in san francisco is legal. the metropolitan transportation

commission ignited controversy when it used toll money to pay for the company move. the audit released says the expenditure is leaving and toll payers may not be fully repaid as originally claimed by the ntc. the largest marijuana dispensary is getting ready to reopen in a new location after being forced the move. the oakland patients group said it sold $150 million in medical marijuana last year. the medical government forced the dispensary to close and relocate because it was too close to schools. the new location is on san pablo avenue between bancroft and channig but so far no date has been announced for the reopening. there's no fog out at the cost right now. computer model wants to bring a little bit of fog back in. here we are at 7:00 a.m.

hundreds of recent visitors to yosemite national park may have been exposed to the hantavirus. park officials say four people have come back with the rodent bourn disease and two have died. >> kind of scary. it's something that you hope you never get. but it's out there. >> reporter: officials say it could take up to six weeks for symptoms to show. they include aches, chills and dizziness. there's no known cure. ktvu news has learned that legal action has been initiated now against the south bay school district where a teacher allegedly molested children inside the classroom. only on two tonight, matt keller with details of how that teacher allegedly fooled his young victims. >> reporter: the first full week of classes at ob waley brought a lawsuit against craig

chandler, former principal lin viajendrin and the san francisco school district. chandler was arrested and accused of sexually molesting five victims. he told me today chandler had yard supervisors where other students have other students in his classroom for a lesson on helen keller. >> she was told that she had to act like helen keller and not be able to see things and learn to feel things with your mouth or your feet. so she did not understand at the time but she was, in hindsight being sexually assaulted on a repeated basis. >> reporter: the principal has been reassigned to district offices and a new principal is in charge at o.b.walley. all employees from custodial staff to staff have under gone training for reporting.

no one not the parents, the district believed it was an act of sexual abuse. but the principal failed to see what was happening inside her classrooms. >> you need to supervise. and if you don't supervise you're going to be held criminally responsible or in this case civilly responsible for your actions because in the end it's the child who pays. >> reporter: chandler hired a new attorney delaying the start of this trial. his next hearing is scheduled for the ends of october. in san jose, matt keller. and more details now the evergreen school district released this statement late today saying quote, we want to assure the community that we take very seriously any allegations of employee misconduct especially involving students. the california state senate passed a bill today that would require all college employees to report child abuse. the bill was inspired by the scandal at penn state university where two school officials were charged with failing to report abuse by former assistant football coach

the latest report indicates that levees are holding and that no water is spilling over them. but there is so much rain there are reports of flooding on the streets. >> bill martin is watching the storm as it moving inland tonight, bill. >> this is just the start. that nothing is happening right now is nothing because this storm is going to be there for 24 hours. this thing is lingering and it's going to be there in the morning hours and probably through the afternoon hours tomorrow. here it is now, still a category one. 80-mile an hour winds but it's all about the rain with this storm. the rain is going to come down to the tune of a foot to maybe 2 feet of rain. if you get that in some of those downtown locations, you're going to have problems. and most likely they will. here's what we can do with live storm tracker 2 we can go right inside the line of the storm. there's new orleans, i'm going to pull out a live buoy reading out in the bay. we have winds gusting to 68 miles per hour. the storm is not there a

category one is 74-mile an hour winds or 75-mile an hour winds. they're gusting to 68 and the rain is coming down heavy. this is just going to linger. this is an ongoing deal. they'll be talking about it on mornings on 2 for sure through the afternoon and tomorrow night we're going to be talking a lot more about this as well. i'm back at 10:45. hurricane katrina showed holes in federal management agency and today questions are being raised again. >> reporter: her mother endured katrina's aftermath for 11 sweltering days. >> it was 113 degrees outside. no air-conditioning, they were missing for eight days after the levees broke. i could not reach them. i thought they were dead. >> reporter: now comes isaac. >> she is worried about being

without electricity, she's worried about flooding, she's worried about the wind tearing shingles off the roof. she worries about flying through the air. >> reporter: in light of what happened in new orleans when katrina struck, the question has to be are we ready? >> i think we're very different. >> reporter: western region administrator nancy ward temporarily took over all of fema after the katrina debacle and is widely credited for putting fema back on track while working closely with other responders. >> state and local partners are part of the team. our volunteer agencies, nonprofit organizations, safe based community, volunteer organizations are all part of our preparedness and response role. and that's very different thinking than we had previously. >> i'm not as worried. i think that fema and the state of louisiana and the federal government have done a lot for that area. >> reporter: and elsewhere. example today fema hosted native tribal officials here to

plan future disaster responses on tribal lands. the training never ends and experts say fema truly is prepared. tom vacar, ktvu channel 2 news. earlier in this newscast we had a live report from new orleans and heard from nicole collins and she was really being pushed around by the strong winds. in the next 15 minutes we're going to go back for a live update and see if the conditions have changed. new at 10:00 the growing number of homeless youth in santa clara county. we're told many of those now on the streets were previously in the foster system. janine de la vega is live now in santa clara where she met a young man who is fighting the problem while living in his car. janine. >> reporter: julie there's an estimated 600 homeless youth living in santa clara county but there's only 20 beds in this one shelter. tonight advocates want to bring awareness to the problem. >> the only thing i do have is all packed inside this car. from my school books to my

religious materials. >> reporter: this is where 23- year-old joshua vendlin lives. he was attending school but lost his job and could not afford rent. >> i came to move down to san jose because i know san jose is a bigger city. has more job opportunities. >> reporter: his parents were involved and drugs and he became a foster child at age 3. california youth connection says it's estimated that 30% of foster youth ends up homeless. >> they turn 18, they're given a hefty trash bag and said thank you you're on your way. >> reporter: california youth connection held a meeting to determine what resources are needed. advocates say while the city and county count homeless adults each year, under aged

homelessness is not accurately counted. bin lanhn discovered the youth connection center. this is the only facility in the county. van lihn says he's grateful for any help because he has goals. >> i would like to continue my education because that's something that means a lot to me. >> reporter: regulations passed mandates to foster youth to age 20 or 21 to help them get on their feet. advocates hope to advise policymakers where to spend that money. reporting live from santa clara, janine de la vega, ktvu channel 2 news. they learned their punishment after leaving their mark across the south bay. a notorious graffiti crew is punished. >> san francisco clears out a large homeless encampment where some of those people are tonight. >> new video this evening from a popular bay area tourist spot. where this pickup launched right into a 7/11 store.

new video now from the north bay where you could say everyone caught a lucky break. an elderly woman accidentally drove a pickup truck right into a 7/11 store. the driver was not injured and no one inside the store was hurt. the truck smashed two large windows and some items in the store were damaged. a crew cleared out a homeless encampment. the homeless kept what they could the rest was tossed in the trash. city officials say 40 to 50 people had been living on the city owned property near the caltrans station. the homeless outreach team said it found rooms for several of the people who were evicted. four members of a graffiti crew were sentenced as part of

a plea deal. the men all received a year in jail and were ordered to pay restitution. they're part of the have you seen us or hysu crew. the group is made up of taggers who did $60, $60,000 worth of damage to restaurants, cars and freeways. california governor jerry brown unveiled a revised pension plan that could save the state billions of the dollars by requiring public employees to pay more toward their retirement. the governor's revamped plan implements changes that primarily apply to new workers. those changes would include a higher retirement age and would have employees paying up to half of their pension cost. labor leaders call it a violation of collective bargaining rights. but governor brown estimate that is the plan would save $30 billion over the next 30 years. in news of the world tonight in south korea a powerful typhoon hit today packing winds of up to 100 miles per hour and torrential

rains. two chinese fishing boats were grounded. crews rescued 12 fishermen from one bolt but five others were kill and 10 are missing. at least nine deaths have been confirmed. the storm is now on course for north korea. in france, prosecutors opened a murder inquiry into the death eight years ago of yasser arafat. traces of a rare and lethal radio active substance were found on some of his personal items. arafat died in a hospital of what doctors called a stroke. there were many rumors he was poisoned. the court cleared the killing of a teenager. she was protesting the destruction of palestinian homes. cory's family in washington say they are troubled by the verdict. at this point hurricane isaac is moving into new

there was another problem today at chevron's richmond refinery. the cause of the explosion and fire three weeks ago may be due to the oil that was shipped to the refinery. federal documents show the crew shipped to the refinery before the fire was 100% saudi arabia and that oil is high in sulfur, and high sulfur is more likely

to cause pipe corrosion own failure. president obama has set new standards for fuel efficiency. auto maybers could be fined if they don't comply. if the governor approves it san francisco's trash will continue to be hauled to solano county without restriction. the measure would prohibit voters in any city or county from restricting or limiting the importation of solid waste to a privately owned landfill. samsung says it's patent fight from apple is far from over. the south korean company said it would take all necessary measures to ensure the availability in its products in the u.s. market. yesterday apple named eight samsung cell phones that it wants pulled from stores and banned from being sold all of

this after a silican valley jury awarded apple $1 billion in damages in a patent infringement case. samsung says it will appeal. the dow industrials fell 21 points but the nasdaq gained four. a report out tonight showed some encouraging news on u.s. home prices. the s & p case shiller index showed home prized increased in june. also all 20 major metro areas tracked by the index posted gained in june compared to may. we're still taking a look at hurricane isaac which has now moved on shore and headed to new orleans. a real quick glance and you can see the eye of the storm moving on shore here and the rain bands. notice where the rain bands are. the heaviest rain bands,

they're moving right into new orleans. those yellows the heavy rain bands and they really are right over the new orleans area. the big concerns are for flooding rains in that area. i mentioned earlier, 12-inches, 24-inches of rain in any city is a problem but new orleans is a special deal. right they are very low. near sea level or below sea level in some places. big story we're on it we'll be tracking it tomorrow morning as well on mornings on two. what happened today, the air compressed a little bit. kept the fog not just behind the hills but kept the fog away. so it was clear right along the coast. temperatures coast side easily got into the low 60s to mid- 60s. overnight lows tonight you're going to get mid- to high 50s. fog not an issue as you get into tomorrow. 57 in san jose, 57 in morgan hill. as you look at the forecast for tomorrow we have a nice day in store for you. maybe a little bit of fog tomorrow. but it's gone early. you will see that or i showed it to you early on the computer model where it showed up at the

coast and then goes away. this is going to stick with us for the next couple of days so we stay with this nice pattern. it's not hot and it's not cold. kind of mild everywhere else. this low pressure moves in and what does it do? it increases the marine layer and cools things down. that's friday and saturday. things change around. a deeper marine layer on the weekend. this week it's low. you get to friday, saturday and it gets deeper and we cool off. that's the basic weather story. around the bay area counties you're going to find temperatures like these. 90s in clear lake. up above everything maybe not in fairfield. 80 in vallejo. good air quality. fire danger is always high but we've had way nastier fire conditions before this. 84 in los gatos. there'll be a little patchy fog at the coast, not a ton of it just a little bit. then your five day weekend in view. a little cooler for the weekend. that isaac story is a big deal because it's just sitting

there. it's not moving so they're going to get a good 24 hours of heavy rain plus another two days of rain in that mississippi river drainage basin. >> a lot of people watching it tonight. we have more now. continuing coverage of hurricane isaac the storm is bringing heavy rain to southern louisiana and causing scattered power outages as it moves slowly inland from the west coast. let's go back to new orleans for a live report from nicole collins who's out in the middle of storm tonight. nicole. >> good evening julie, yeah i'm on canal street about a half a mile from bourbon street and we're in the thick of it now. we're getting gusts of 76-miles- per-hour. that is consistent with category one hurricane winds. and it is intense. the winds feels like needles against my skin. i can feel that through my clothes even. but the wind, while it's interesting and good to look at it's not what people are

concerned about. people are concerned about the surge that isaac could bring. officials seem confident they will hold at least as far as new orleans is concerned. those outer lying lower parishes that's another story. there could be some flooding out there as of now. julie. >> nicole you've been out on this storm all night long. how has it changed for you in the past few hours? >> reporter: it's really -- these high winds. that's what we're feeling the most. i was reporting out on the street out on the sidewalk several hours ago but had to move in just because of the unpredictability of the flying debris. so we're really just seeing these winds pick up more. and the rain really that stinging from the rain is another big change that we've seen here. julie. >> all right, nicole collins take care out there tonight. nicole thank you. a bob cat cub was rescued from the chip's fire that's been burning in plumas county for four months.

the tiny little cat is recovering at the tahoe wildlife rescue center. fire officials contacted the wildlife center after finding the cat on saturday. the cub is now being called chips and fortunately is expected to make a full recovery. meanwhile that fire has now burned more than 73,000 acres. and is now 70% contained. over 1,500 firefighters remain on the fire lines battling the flames. the cause of the fire still hasn't been determined. the giants and a's were seeing action tonight. mark ibanez is on deck. but up first another first from mars. the song curiosity sent back today. -and i'm erik.
